QA Inspectors - Short Term Maintenance / Outages (Piping, Pressure Vessels, Tanks).

Candidate shall be deemed to have the competence to interpret and evaluate results according to existing codes, standards, and specifications and have sufficient practical technical background to select methods and establish techniques and assist in establishing acceptance criteria where none are otherwise available. In addition, the inspector will be able to perform detailed unsupervised inspections according to an assessment and test plans for new equipment or an Inspection scope of work IWP / Inspection Test Plan ITP for in-service equipment that is not subject to statutory requirements.

Able to assume responsibility for a ‘user inspector’ operation and demonstrate a clear and justified view of the subject of risk. Be able to make detailed inspection results with code/defect acceptance criteria and justify conclusions using code calculations. In cases where corrosion and other in-service defects are found, the inspector can allocate severity levels and contribute input to a risk-based inspection (RBI) scheme, if applicable.

Roles, Accountability & Responsibilities RAR:   

  • Perform in-service inspection, including corrosion monitoring of equipment and piping and executing NDE (Non-Destructive Examination) to confirm the integrity of equipment repairs, modification, and new construction.
  • Act as a technical resource to Unit Engineers on codes and standards and provide effective inspection services for the entire site.
  • Prepare and maintain all inspection records and procedures per the inspection program.
  • Develop and implement long-term preventative and predictive inspection plans for static equipment and piping systems.
  • Responsible for ensuring that all fabrication, erection, and construction activities within the plant and at vendor shops meet engineering specifications, regulations, industry codes, and other relevant industry standards.
  • Submit to client technically accurate reports documenting equipment condition.
  • Provide client with technical recommendations for the repair, re-rate, replacement, and alteration of plant equipment, as required for safe operation within stated operating parameters for durations specified by the client.
  • Provide technical input to the client as required for welding and metallurgical issues.
  • Provide technical guidance on the application of non-destructive examination techniques and procedures.
  • Fully comply with all Quad and client safe work practices and actively participate in all site safety initiatives.
  • Register pressure vessels and exchangers to ensure compliance with statutory regulations.
  • Work closely with the Unit and Project Engineers and the Maintenance and Operations team to maintain plant regulatory compliance, effective execution of shutdown, turnarounds, and production targets.
  • Prepare NDE scope of work, coordinate and supervise inspection service contractors to meet the plant’s safety and quality requirements.
  • Other assignments from time to time as required.

Skills & Knowledge Required -Education/Experience 

  • Technical degree or 10+ years of relevant work experience in a petrochemical, chemical, or refinery production facility.

  • Technical degree or alternatively 10+ years of relevant work experience in a petrochemical, chemical or refinery production facility.
  • Willingness to take a RSO training program and pass required examinations.

Skills/Competencies -Technical Skills: 

  • Minimum seven (7) years’ experience in the petrochemical, chemical refinery, or related industries.
    Minimum two (2) years’ documented radiation protection experience, including knowledge of industrial radiographic operations with at least 40 hours of active participation in industrial radiographic operations.

Roles Accountability & Responsibilities RAR:

  • Responsible for planning, lay out, installation and maintenance of complex electrical equipment such as automatic controls, generating equipment, large switchboards, motors, and other AC and DC equipment
  • Establish secondary distribution centers, balance loads, and install all sizes of conduit pipe and wire circuits having a large number of units and connections
  • Troubleshoot and remedy electrical issues
  • Comply with prescribed safety regulations and established codes
  • Work from wiring diagrams and schematic drawing and use electrical measuring and testing devices
  • Diagnose and repair electronic circuits, test resistors, capacitors, relays, electronic components, and electronic tubes

Employees in this job support clients and supervise the design, inspection, repair, and maintenance of mechanical equipment and systems and Quads field Cathodic protection program CPP. The employee is required to plan and assign the work of subordinate employees or contractors, to review work performance and products to ensure conformance with established methods, policies, and procedures.

Roles Accountability & Responsibilities RAR:

 

  • Conduct specialized corrosion/cathodic protection surveys; analyze data, and report results
    Assess and troubleshoot existing CP systems; recommend repairs and/or improvements. Design basic gas distribution facilities and associated support systems including cathodic protection.
  • Prepare long range capacity piping plans, easements and permits, bid packages and contracts, relocation and letter agreements, redline/greenline proposals, regulatory proposals for service area certification, and main replacement program documentation packets.
  • Design and support installation of cathodic protection systems for plant environments with complex underground piping networks.
  • Perform CP installation testing and CP system maintenance.
  • Prepare cost estimates, material specifications and schedules, system capacity and pressure study modeling and analyses. Drive corrosion modeling and assessment support.
  • Develop proposals for CP-related work in close coordination with SI’s product/client manager(s)
  • Support and/or present industry meetings on CP best practices and new methodologies.
  • Develop, maintain, and oversee coating program for mechanical equipment including tanks, pumps, pipes, exchanger, structures, labeling, etc.
  • Prepare economic feasibility studies and makes customer contribution recommendations for new loads and system replacement work.
  • Manage deadlines to complete projects to time and budget. Prepare operational procedures to complete projects.
  • Coordinate efforts with customers, and government agencies.
  • Communicate with district employees when necessary where corrections need to be made or assisting them with a problem.

  • Develop inspection schedule of each piece and type of equipment in the facility and correspond each piece of equipment to an approved inspection procedure and method.
  • Provide necessary support and expertise needed to maintain the operational integrity and efficiency of all transfer, storage and distribution systems, equipment, and machinery.
  • Assists and support client with the development and implementation of ongoing and preventive maintenance and predictive maintenance programs to enhance effectiveness of all operating systems and facilities.
  • Originates documentation needed to assure department efficiency and flow of essential information to client maintenance personnel and all relevant departments
  • Participate in internal audits, regulatory audits, customer audits, and certification audits by meeting and reviewing inspection procedures and records with auditor, and correcting any deficiencies noted.
  • Support client Safety design reviews and Actively serve on quality committees, task force and Haz-op studies, Management of Change (MOC), Safe Work Plan (SWP), Job Safety Analysis (JSA), Root Cause Analysis (RCA) when requested by client.

  • Oversee Non-conformance Reports (NCRs) and Corrective Action Requests (CARs), and rework reporting from field to project management.
  • Oversee uniform delivery of Quality Control over all field locations.
  • Develop, implement, and manage project specific quality management, control plans and Inspection and Test Plans (ITPs).
  • Manage and perform audits/inspections of project sites to ensure compliance to regulatory requirements, client specifications and QMS.
  • Direct daily operations of project quality team performing inspection duties and compiling quality documents for turnover packages.
  • Maintain suitable and accurate records for the welding, coating, and other quality control requirements.
  • Liaise with client inspectors on quality related issues.
  • Liaise with the warehouse and Project Controls teams as required.
  • Maintain key performance indicators (KPIs) including regular reporting to the construction management team.
  • Assist the Project Team in the development of relevant quality related plans.
  • Review awarded Work Packages (WPs), identify any deficiencies, and submit to the Project Manager for review.
  • Review scope of work and client documentation and raise Requests for Information (RFIs) as required.
  • Assist with development of Field Installation Work Packages (FIWPs) for projects.

Skill & Knowledge Required -Education / Experience / Technical Skill: 

  • Engineering degree or graduate of an applicable technical diploma program is considered an asset.
  • CSA 178.2 Certification CWB Level II or industry equivalent is considered an asset.
  • NACE certification is considered an asset.
  • 10 – 12 years of experience in a field quality inspection role in the oil and gas construction industry (preferably pipeline/facility construction).
  • Understanding of the oil and gas construction industry (preferably pipeline/facility construction).

Confirm equipment assets match P&IDs.
  • Support client Safety design reviews and Actively serve on quality committees, task force and Haz-op studies, Management of Change (MOC), Safe Work Plan (SWP), Job Safety Analysis (JSA), Root Cause Analysis (RCA) when requested by client.
  • Accomplishes maintenance and organization goals and objectives and meets maintenance financial standards by providing annual budget information; monitoring expenditures; identifying variances.
  • Evaluates functionality and reliability of facility systems and associated equipment by conferring with operating departments, identifying problems and requirements.
  • Inspects and audits work for completeness to meet policy and procedures requirements including ISO standards.
  • Responsible for a number of systems including but not limited to the following – Chemical storage tanks, piping, pressure vessels and pressure relief valves.
  • Review and validate design documents, blueprints and diagrams to plan material and labor needed to accomplish tasks.
  • May develop specifications from general description of parts of assemblies to be fabricated and draw or sketch device to be made.
  • Follow up corrective actions and implement countermeasures to minimize reoccurrence of equipment breakdowns and malfunctions
  • Managing on site the facilities team and third-party sub-contractors ensuring they complete tasks on time and safely to required standards
  • Maintain equipment spares and Preventive maintenance program for client plant/units.
  • Communication: Capabilities of receiving and giving complex instructions accurately; Ability to manage and adjust well to varying degrees of changes.
  • To have good communication and interpersonal skills; Maintain professional courtesy and demeanor
  • Maintains records, prepares reports, and composes correspondence relative to the work.
  • Facilitates effective two-way communication between management and employees on all matters related to safety including the company’s safety mission and objectives. Communicates to management employees’ safety questions and concerns.

Coaching and Development:

  • Assists Maintenance personnel in fabrication and repair work instructions.
  • Updates job knowledge by participating in educational opportunities; reading technical publications.

  • Ensures all appropriate safety permits and approvals are obtained and adhered to.
  • Drug and Alcohol Test Pass is Mandatory for Every personnel
  • Complies with all Company and governmental safety and environmental protection rules and regulations, specifically those relating to province of work.
  • Maintains safe and healthy work environment by following standards and procedures, complying with legal codes and regulations.
  • Thorough knowledge of the occupation hazards and corresponding safety precautions necessary for the safe performance of assigned duties.
  • Instills in each employee a safety attitude such that the employee will keep safety uppermost in his mind and will respond to emergency situations in a safe and prudent manner.
  • Performs safety observation activities on employees/contractors in the field. Establish goals for frequency of assessments and proper actions.
  • Ensures that all employees/contractors abide by all applicable safety rules and practices as established by Quad Group Inc, the customer, and regulations.
  • Conducts regular safety meetings.
  • Document and gather all evidence for all non-conformances that occur.  All parties’ statements must be completed and submitted prior to the employees’ and Superintendents’ workday being complete.

Scheduling:

  • Reviews, plans, schedules and coordinates work assignments in accordance with priority.
  • Direct the activities of personnel in such a way as it will ensure the operating efficiency of all terminal systems and equipment on a constant 24-hour basis.
  • Supervise personnel to ensure that all assignments are performed in accordance to maintenance procedures, safety programs and are done efficiently.
  • Procure all necessary materials and equipment needed to carry out assignments and tasks in order to maintain terminal.
  • Coordinates activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees.
  • Recognizes, promptly report, and correct unsafe acts, conditions, and procedures. Motivates employees to do the same.

Skill & Knowledge Required -Education / Experience / Technical Skill:  

  • BSc degree in Mechanical /Metallurgical Engineering or related field.
  • At least Ten (10) years of experience as practicing engineer.
  • API 653, 510, 580 or 570 certifications preferred.
  • ABSA IBPV is an asset.
  • NACE CP2-4 certification preferred.
  • Project Management experience preferred.
  • Process Safety Management experience preferred.
  • Experience with reliability practices, mechanical integrity and predictive/ preventative maintenance in a chemical terminal, chemical plant or refinery.
  • Ability to read and understand blueprints, schematics, drawings, and charts.
  • Demonstrates a continuous improvement orientation in producing upgraded systems, processes and preventive measures.
  • Ability to speak and write the English language, using correct grammar and spelling.

Physical Requirements, Visual Acuity Requirements and Environmental Conditions:

  • While performing the duties of this job, the employee is regularly required to sit and perform tasks requiring repetitive use of hands. The employee must occasionally walk, stand, and travel by car, airplane or other means. Exert up to 40 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Employee must have the ability to see written documents, computer screens and to adjust focus
Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication and to make discriminations in sound.

Responsibilities / Credentials (certificates, licenses, memberships, courses, etc.):

  • Ability to travel and relocate as needed
  •  5+ work experience in design or a related field
  •  Associate’s degree in drafting technology strongly preferred
  • AutoCAD experience required
  • Creation of piping fabrication drawings and field files (isometric drawings).

Specific Skills:
